Chinese soldiers intrude into Arunachal
Itanagar, Jun 13: In yet another incident of Chinese incursion, about 250 China's Peoples Liberation Army soldiers entered Arunachal Pradesh's East district of Kameng four days ago, defence sources said today.
The "temporary transgression" by the Chinese patrolling party happened in East Kameng district on June 9, they said.
However, the soldiers went back within hours, they added.
Significantly, the Chinese crossing-over happened at a time when Beijing had hardened its opposition against India's bid for membership of the 48-member Nuclear Suppliers Group (NSG).
This is the first known transgression by the Chinese army this year in the region, which China claims is part of its territory.
The Chinese troops spent about three hours on this side of the border before going back to their territory, the sources said. PTI
Tawang police did not follow SOP, says Dolo
Seven suspended
ITANAGAR, Jun 13: Tawang Police failed to follow the Standard Operating Procedures (SOP) while firing at the “unlawful mob that attacked the Police” on May 2.
Based on the magisterial report of Additional Deputy Commissioner, Jang, Deputy Chief Minister, Kameng Dolo said that Tawang Police firing which claimed two lives was unjustified as the police force had failed to follow all the SOPs by using firearms on the mob, who forcefully tried to take out the Lama Lobsang Gyatso from lawful custody of police.
Five constables including one SI and Officer-Incharge of Tawang PS have been suspended on Monday by the State Government following the inquiry report.
Citing inquiry report, Dolo said they were negligent in performing their duties during the firing incident.
Meanwhile, the Deputy Chief Minister felt that the deployment of adequate paramilitary forces should be continued for some time till the situation becomes normal in Tawang. (PRO to DCM)
Naharlagun Police arrests 30, starts Operation Clean-Up
ITANAGAR, Jun 13: Naharlagun Police under the guidance of SDPO Jummar Basar and a team led by SI P N Jomoh and SI SS Jha have started operation clean up after a spate of drunk driving and cases of substance abuse by young boys and girls.
Raids were conducted at Polo park, Catholic Church at Papu Nallah and all such places and a total of 30 young boys were arrested and from their possession cannabis substances were seized.
On interrogation it was learnt that they have been buying cannabis substance from one lady Yuwa Yaar.
Police team led by Inspector Chatu Longer, SI Jha and SI Jomoh apprehended the woman while 1.9 kgs of cannabis was seized and confiscated from her. She has been booked under NDPS Act and is presently under police custody.

Police team led by SDPO Basar also conducted raids on bars operating beyond stipulated period. LT Hangout Bar and Cocktail Bar at A-Sector Naharlagun and The Apatani Bar and Restaurant at G-Extension Naharlagun were raided at 0100 hours on 12/06/16 and the managers of all the three bars were arrested. Further, all sound instruments used by the bar were seized.
Inspector Charu Longri, OC PS Naharlagun has written to the district magistrate to take strict actions against bars running beyond time limit and without license.
Arunachal bags 11 medals in Tenshinkan Shotokan Karate Championship
ITANAGAR, Jun 13: The karatekas of Arunachal Pradesh Tenshinkan Shotokan-Ryu Karate –Do Association have won 11 medals, including eight gold in the 16th Tenshinkan Shotokan Karate Championship which was held in Nainital, Uttarakhand from June 10 to 12.
The gold medal winners are Khyoda Nite in -57kg cadet individual kumite, Gollo Joseph (-50-kg), Tai Tani (-60kg), Likha Hechi (-60kg), Hopio Bagang (-65kg), Toko Dopum (-70kg), Karsang Yanga (-59kg), Tamchi Tayam (-75kg) in senior individual kumite.
Tayam also bagged a bronze medal in individual kata event.
Kusal Khalandi (-70kg) won a silver medal in senior individual kumite while Nani Lungte (-55kg) won the second bronze medal for the state in senior individual kumite.
The team was led by chief instructor of the association Sensei Tai Hipik.
NEFIS protests against crackdown on Manipuri students
ITANAGAR, Jun 13: North-East Forum for International Solidarity (NEFIS) alongwith other organizations protested on Monday in New Delhi against brutal crackdown on Manipuri students by Delhi Police on June 7.
Delhi police started lathi-charge on Manipuri students without any provocation when were protesting against the State Government at Manipur Bhawan on June 7.
Condemning the attack on protesting students, the Forum stated that it is a clear manifestation of the ruthless way in which the governments continue to rule over innocent public.
“NEFIS stands against such brutal attacks on the right of the people to protest and will continue to fight and build a movement against state violence,” it said.
RGU field study on oral traditions
ITANAGAR, Jun 13: In order to get firsthand knowledge of different traditions maintained by the people in the form of folklores, folksongs and mythology, the Rajiv Gandhi University, Rono Hills, Doimukh conducted a field study for the IV semester students of Department of History on ‘Oral Traditions’ as part of their postgraduate programme at various remote areas of Mechukha.
Under the supervision of Head-cum-Course Instructor, Prof. Tana Showren and research scholars, Chera Tamak and Liyir Karso, the students visited remote border villages to interact with the village elders who are the custodians and bearers of their rich oral traditions.
The field study was aimed at imparting practical knowledge to the students on techniques, ideas and ways of communicating and recording the oral traditions from the original sources or informants.
CM seeks proposal for infrastructure creation
ITANAGAR, June 13: Chief Minister Kalikho Pul has urged the education department to immediately put up the proposals for creation of teaching and non-teaching staffs including ministerial staffs, sanitary staffs and night chowkidars along with the inventory in order to meet the man power requirements of the department.
Pul was interacting with the senior officers of the Education Department in the conference hall of the Higher & Technical Education on Tuesday.
Pul asked the education officers not to delay in submitting the proposals which need to be addressed early as the schools have already re-opened.
The CM also instructed to change the existing blackboards with whiteboards of all classes of all government schools in the state. He also asked them to ensure that the salaries of the SSA teachers and student’s stipend are released regularly on monthly basis as committed by the govt.
Chief Minister also urged them to work as a team with the objective to improve the department and also instructed them to make unannounced checks on regular intervals, not to find out the guilty but to ensure for effective functioning of the schools.
Earlier in the day, the Chief Minister along with Education Minister Wanglin Lowangdong, Secretary Educaton, Bidol Tayeng and officers of the Education Department inspected the Govt Middle School, Itanagar.
They inspected the classrooms, toilets and the teacher’s common room, etc.
CM Pul also took class of the students of the school which is under Vidyanjali Programme launched by the Department of School Education & Literacy, Ministry of Human Resource Development, Govt of India.
In the half hour class, Pul advised the students to study sincerely and try to understand the lessons instead of only memorizing for scoring marks in exam. He told them to prepare themselves from the lower level and to abstain from bad habits like consuming tobacco products like Gutkha, etc. He also advised them to maintain discipline and keep themselves away from the influenced of bad friends.
Shocked with the dilapidated conditions of the school building which in the heart of the Capital Complex, the Chief Minister asked the Headmaster of the school to submit a proposal for renovation of the school building of immediate necessary along with inventory of the infrastructures and man powers.
He assured that the govt would provide fund for construction of the school boundary wall, CC steps for the toilets, furniture and other immediate requirements of the school on priority. Seeing that there is no provision of water supply connection to the school toilets, he instructed school authorities to get water supply connection immediately.
He also asked the teachers to groom the student properly while expressing disappointment that the students studying in class VII and VIII are unable to read and write properly, which is unexpected of the students studying in the Capital Complex. He also observed that the students are very poor in General Knowledge and are not able to answer even simple questions about the state. (PRO, CM)
One more JNV in capital region soon: Lowangdong
YUPIA, Jun 13: Minister of Education Wanglin Lowangdong said that one more JNV school will be established in the capital region.
He disclosed it while visiting the JNV Gumto on Monday to review status of the school for starting academic session in the new location.
While speaking at a small gathering at the school, the minister sought cooperation of the local people for early functioning of the school.
Terming JNV as one of premier educational institutions which has reputation of providing best education, he called upon the people to extend full cooperation to the JNV authority and work together to make it functional soon.
The minister appreciated land donors Chuku Tajo and Chuku Tajap for donating 46000 sqm of lands free of cost for setting up of the JNV. He reiterated that their noble works of donating land will always be remembered and assured that the state government will certainly do something good for them too.
Taking note of water supply and road connectivity problems, the minister assured to discuss the matter with planning department.
Earlier, former MLA Ngurang Pinch apprised the Education Minister the circumstance which delayed the project. He requested the minister to help in finding the solution to long pending problem of water supply and road connectivity so that school can be made functional at the earliest in the best interest of people.
ZPM Doimukh Tana Yayo, ASM Tana Taram Tara, Chuku Tajo also spoke on the occasion.
Later, the Minister also visited Govt College, Doimukh, Govt Secondary school Mani and interacted with SMC members.

GSU demands appointment of DC, SP for Lower Siang dist
ITANAGAR, Jun 13:The Galo Students' Union (GSU) has demanded immediate posting of Deputy Commissioner and Superintendent of Police for Lower Siang District.
GSU lamened that out of the four districts created in 2014 three districts, namely Kra Daadi, Siang and Namsai are functioning in full swing except Lower Siang.
Due to non-functioning of Lower Siang District, the people of foothill area are still suffering from manifold problems.
“From land encroachment to physical and mental harassment the people of foothills area have always been subjected to pain and agony at the hands of Assam. And, during border dispute our people are always at receiving end,” GWS said.
The demand for the creation of Lower Siang was purely on administrative convenience of the people of foothills area, GSU in a memorandum to the Chief Minister said, and hoped the Chief Minister would take prompt action on this matter.
GSU said it is expecting to see the new Deputy Commissioner of Lower Siang unfurling the tri-color on this year’s Independence Day at Likaball as its functional Headquarters.
In another memorandum, GSU has drawn the attention of the chief minister to the urgent need of infrastructure development, improvement in manpower and machinery/instrument supply at General Hospital, Aalo and many CHCs like Maro and Llromoba.
In many PHCs and CHCs of Galo inhabited areas, like Liromoba, Maro, Yomcha, Gensi and Baririjo etc.have no sufficient numbers of allopathic doctors, GSU said and appealed to the Chief Minister to address the problems promptly.
In yet another memorandum, the GSU appealed to post senior teachers (ST) in various Govt, Higher Secondary School in Galo inhabited areas.
GSU stated that despite repeated pleas, the state government has failed to address the problems which are resulting in poor performance by the students in every year. It appealed to post the required teachers before the beginning of new Academic Session 2016-17.
Landslide blocks Ziro- Tamen road
ZIRO, Jun 13: Heavy rains on Sunday night triggered series of landslides between Ziro and Ripali, Tamen, 10Kms from Old Ziro, stranding the commuters for the entire day.
Lower Subansiri DC, Kemo Lollen who rushed to the spot along with Er. Kabak Bath informed that two JCBs have been engaged in clearance work from both the ends under the district administration’s supervision. However due to heavy rains, the restoration work had to be halted and will resume on Tuesday.
The DC has also instructed the commuters to avoid movement till the clearance work has been completed.
Informing that the stretch of road is prone to landslides and require massive restoration, the DC has appealed for funds from the state government. DIPRO
Heavy downpour inundates Ruksin town yet again

RUKSIN, Jun 13: Ruksin town bereft of any drainage system was flooded by rain water this morning.
Rainwater has submerged Ruksin Police Station, ADC’s office, PWD IB, forest office and Foresters colony causing innumerable problem to the local residents as well as the office goers.
The monsoon showers, which started on Sunday evening giving respite to the people from scorching heat turned from moderate to heavy causing water-logging in many places.
However, there was no report of any major loss or injuries to anybody.
The local administration swung into action to flush out the flood water and gave partial relief to the affected people.
The flash flood fed by rain water at Ruksin town is a perennial problem. The authority despite repeated appeals has not taken any step to address the problem.
The local people here have sought the local MLA’s intervention for early construction of drains in and around the town to get rid of the artificial flood caused by rainwater.
Military officer dies in road accident

RUKSIN, Jun 13: Lt Col. Pankaj Chauhan of 218 Medium Regiment stationed at Likabali in West Siang district has died in a road accident on National Highway-37 near Laimekuri, Assam this morning.
The accident occurred when the Army Gypsy in which he was travelling and a Tata pick up van coming from opposite direction met with head on collision around 8.30 am.
The army jeep was proceeding to Sigar (Mebo) Military station.
The critically injured Col. was rushed to a private-run hospital at Ruksin, where the doctors declared him dead.
The drivers of both the army car and Tata Mobile pick up were also injured in the mishap.
Jonai Police seized the Tata pickup van (no- AR-01 E -8496) and registered a case (case No- 119/2016) in this regard.
DDA formalizes land deal for construction of new annexes to Arunachal Bhawan
NEW DELHI, Jun 13: Delhi Development Authority (DDA) on Monday formalized the handing over of two plots of land for construction of new annexe to the Arunachal Bhawan in New Delhi.
When completed, this would serve as transit house for Arunachalee patients, students and state government officials coming to New Delhi.
The handing over of two plots of land to the Arunachal government was agreed upon following a request from Chief Minister Kalikho Pul to the Lieutenant Governor of Delhi Najeeb Jung in a meeting on May 6.
The DDA has set conditions that the land allotted will be used only for construction of two new annexes to Arunachal Bhawan in favour of government of Arunachal Pradesh.
RBI cautions against fraudulent financial companies
YUPIA, Jun 13: Reserve Bank of India (RBI) has cautioned public not to invest their hard-earned money in dubious financial companies.
Addressing the public in an awareness programme on fraudulent financial companies at Yupia on Monday, RBI’s Guwahati branch manager H.C Paul advised all not fall prey to fraudulent investment schemes offered by various financial companies. He cautioned that one should not undertake any financial handlings without proper knowledge.

In Arunachal Pradesh, there is no any RBI registered companies. RBI does not handle personal transaction or public deposits, he informed.

TAWANG, Jun 13: A legal awareness camp was organized at Inspection Bungalow, Zemithang under Lumla sub-division by District Legal Services Authority, Tawang .
Topics including access to justice for all under Legal Services Authority Act 1987, Constitutional Rights, Domestic Violence against Women, Power and Functions of Village Authority under Assam Frontier (Administration of Justice ) Regulation Act 1945, Arunachal Pradesh Victim Compensation Scheme 2011, Lok Adalat, Right to Information Act, Motor Vehicle Act, Child Rights, Legal Aid Clinic and Para Legal Volunteer Scheme, Criminal Justice Proceedings and POCSO Act were explained in details during the camp by resource persons.
The camp was participated by govt. officials, PRI members, GBs, youth leaders, ASHAs, Anganwadi workers and general public.

DGP badminton championship in Bomdila
BOMDILA, Jun 13: Constable (Ct.) Panglem Wangsu lifted the Bomdila Trophy by winning the singles title of the first district level Director General of Police Badminton Tournament -2016 of West Kameng on Monday at multi -purpose indoor sports complex here.
The pair of Ct. (SB) Tsering Norbu and LFM Lobsang Jamba Bapu won the doubles title and lifted the Sela Trophy.
30 participants from seven police stations of the district participated in the tournament.
The event for women could be conducted due to less number of participants.
SP of West Kameng Dr. A Koan encouraged the youth to inculcate the spirit of sportsmanship and to come forward and participate in such events. He informed that the DGP badminton tournament is a running event and would be continued next year also. The idea behind organizing the tournament is to boost the morale of the jawans and to identify their talents, he said. The SP further said that boxing tournament will also be organized soon.

Health camps to check vector borne diseases
PASIGHAT, June 13: Alarmed with the growing rate of fever, diarrhea, cough, the Vector Borne Diseases Control Program Officer (VBDCPO) under the Health Department on Monday conducted a health camp at Runne village, under East Siang.
Blood samples of 55 persons were collected and Rapid Diagnostic Test (RDT) was done with the help of Senior Medical Officers Dr. S Tayeng and Dr. M Ering and support staffs of Yagrung PHC. After thorough medical checkup and tests, VBDCPO, Dr. T Riso informed that malaria or any other vector borne disease was not detected and it was suspected as viral in origin.
Earlier on June 7 and 10 last, similar camps were organized in Sibut and Bodak. No report of malaria positive case was detected so far. Blood samples of 80 patients in Sibut and 35 patients were collected and tested.
East Siang DC, Isha Khosla along with DMO M Perme while visiting the Sibut health camp on June 7 last had appreciated the medical fraternity for their enthusiasm and service to the people. In her address, Khosla said that Health department has taken meticulous actions on top priority to prevent and control of Vector Borne Diseases and people should extend full cooperation in Anti-larval Mission. Cleanliness, destroying breeding places and use of mosquito net were good way to protect people from getting malaria and dengue, she added. DIPRO
CM to attend meeting on GST
KOLKATA, June 13: Chief Minister Kalikho Pul, who also holds the Finance portfolio, will be attending the meeting of the Empowered Committee of State Finance Ministers on the proposed Goods and Services Tax (GST) Bill at Kolkata on June 14 and 15.
The two-day meeting will be chaired by West Bengal Finance Minister, Amit Mitra. Union Finance Minister Arun Jaitley will attend the meeting on the first day.
Chief Minister Kaliko Pul is accompanied by Dr. B.M. Mishra, Secretary (Finance, Tax and Excise).
The bill for a pan-India GST to thoroughly overhaul India's indirect tax regime has been passed by the Lok Sabha, the Indian parliament's lower house, but is stalled in the Rajya Sabha.
The states will draft their own State GST (SGST) based on the draft model law with minor variations, incorporating state-specific exemptions. The Centre and states will also have to approve the integrated GST law or iGST, which will deal with inter-state movement of goods.
The constitution amendment bill needs to be ratified by more than half the states.
The empowered committee is likely to discuss issues such as the proposed additional one per cent tax on inter-state sales, which is opposed by the Congress party. Industry leaders have also expressed reservations about possible inflationary impact of the additional tax, saying it could have a cascading effect on prices.
The meeting will follow West Bengal Chief Minister Mamata Banerjee's declaration of support to the GST, which has come as a boost for the central government's efforts to have the bill passed in the upper house of parliament during monsoon session next month.
ACCMFA seeks compensation for mithun owners
ITANAGAR, Jun 13: Claiming that more than 45 mithuns have been killed by Tiger in Karsingsa, Durpang and Konkra areas since April, the All Capital Complex Mithun Farming Association (ACCMFA) has sought compensation for the affected mithun owners.
In its letter to the deputy chief wildlife warden, GoAP, it expressed concern that if the matter goes unattended, the predators might start attacking humans also.
On several occasions, the matter was reported to the concern authority but they have done nothing, lamented the association.
Sports Day organised for child labour and gender victims
ITANAGAR, June 13: As a recreational activity, the Sports day was organised for the orphans and the victims of child labour and gender violence by the Arunachal Women Helpline (WHL) on Monday.
Rajiv Gandhi University, Assistant Professor, Physical Education department, Meenu Tadang led the sports and games activities.
The participants ranged from 3 years of age to 16 years. The children participated with a great zeal and enthusiasm.
Municipal Councilor Ward 24, Lishi Yapu who sponsored the event shared that the sports day was held to divert the minds of the victims from the pain and suffering they had endured and to make them physically fit.
AAPSU opposes PDS payment
ITANAGAR, Jun 13: All Arunachal Pradesh Students' Union (AAPSU) has strongly opposed payment of PDS bills out of public money meant for other developmental works.
“We appreciate the Chief Minister's initiative of seeking the central government’s assistance for making the payments. But, we totally oppose the idea of making the payment from various development heads,” AAPSU said in a release.
According to Food and Civil Supplies Department, AAPSU said, the State government is going to make payment of PDS bills to the tune of Rs.180 crore from various development heads which it is strongly opposing.
In a state like Arunachal Pradesh with a thin population, an amount of Rs.180 crores can do wonders to change the education scenario, the release said and strongly urged the state government not to make these PDS payments out of public money and wait for assistance as promised by the central government instead.
“RTE is not being implemented properly in the state due to fund crunch. There are only three colleges in the state which offer B.Sc course to a limited numbers of students. There are shortages of infrastructure in almost all the colleges in the state. The SSA teachers are not getting salaries on time,” AAPSU said.
It said that all these problems can be solved if there is adequate fund.
Guv calls for setting up blood banks across state
ITANAGAR, Jun 13: Governor JP Rajkhowa has appealed to the GoAP and all the private agencies running hospitals to set up efficient and reliable blood banks in every district, sub-division and ADC hqtrs in the state to save needy patients across the state.
Greeting people on the occasion of the world Blood Donor Day, the Governor expressed hope that the special occasion will help disseminate a positive message regarding voluntary blood donation in the society and dispel misconceptions about it.
Stating that Arunachal Pradesh still falls short of blood as annual average collection is about 5,000 against a requirement of 10,000 units in the state’s hospitals, Rajkhowa exhorted all the voluntary organizations to continue their mission with renewed vigour and enthusiasm, so that none dies for want of blood. Power crisis cripples life in East Kameng
ITANAGAR, Jun 13: Life has come to a standstill in East Kameng district due to power crisis.
According to All East Kameng Students Union (AEKSU) the district has been without electricity supply from May 20 to June 9.
While appealing to the Deputy Commissioner to take necessary steps to improve power scenario, the AEKSU further urged the DC to instruct the concern department not to raise electric bills of the consumers for that period when there was no electricity supply.
The union also lodged a complaint with the Deputy Commissioner against Sushee Infra & Mining Ltd. for poor quality highway work from Lumdung to Seppa and Bana. The students union appealed to appoint a committee to monitor the work quality.
In another memorandum, AEKSU appealed to the DC to reopen boarding facility at Govt. Hr. Sec. School, Bebo Colony Seppa.
The buildings meant for boarding are lying useless since the last 6 years, it said.
AdiSU pleads GREF to provide job to accident victim
ITANAGAR, Jun 13: Adi Students’ Union (AdiSU) has appealed to the GREF authority to provide a group ‘C’ or ‘D’ job to next of kin of Yapung Komi of Rego village under Mechukha sub-division, who was killed in an unfortunate accident recently allegedly due to carelessness of a GREF truck driver.
Late Yapung was the head of the family and lone bread winner and her death has pushed the family into uncertainty, said AdiSU in its memorandum to C/O 1443 BCC.
“No amount can compensate her loss but a job can definitely give relief to the family to some extent,” AdiSU said, and appealed to appoint one eligible family member of the deceased in a regular post under Mechuka GREF Division on humanitarian ground.
APIC imposes penalty
ITANAGAR, Jun 13: The Arunachal Pradesh Information Commission has imposed penalty of Rs 25000 on PIO cum DDHS (S&T), Directorate of Health Services, for deliberately defying orders of the Commission in connection with the appeal made by Ralong Singhi seeking information.
Release enhanced salary: AAPLU
ITANAGAR, Jun 13: The All Arunachal Pradesh Labour Union (AAPLU) has called for early release of enhanced salary of the casual labourers working under various departments in the state. It has submitted a memorandum to the chief minister in this regard.
The union also demanded for releasing arrears of the casual labourers pending since 2014.
Forum meets CM, DCM
ITANAGAR, Jun 13: A delegation of Changlang People’s Forum (CPF) met the Chief Minister in his official bungalow on Sunday and submitted a 3-point memorandum in presence of Parliamentary Secretary (Hydro Power) P Khimhun and apprised them of the various problems of Changlang district headquarters.
Earlier, the team met Deputy Chief Minister Kameng Dolo on June 10 and apprised him of the problem faced by the police due to shortage of vehicles in the district.

ITANAGAR, Jun 13: Govt. Hr. Sec. School, Hayuliang has been chosen for the “Best School Award” from Anjaw District for the session 2015-16 by the Directorate of Secondary Education, Government of Arunachal Pradesh.
A cheque of Rs 1 lakh was handed over to Principal of the school Pokling Tayeng by Deputy Commissioner Mamta Riba on June 8 during a meeting of education officers and functionaries at DRC building, Khupa.
Riba urged the entire stakeholders of education department to work with utmost sincerity for quality education in the district.
DDSE Kading Perme highlighted the education scenario in the district.
