Interesting days ahead in Rajya Sabha

The result of the recently concluded Rajya Sabha election point towards more balanced upper house. Congress has been using its numerical strength in Rajya Sabha to corner government on various issues and also blocking the passage of important bills like GST. However BJP has managed to pull of victory in those seats where they were in straight fight with Congress. For example in Haryana it backed media baron Subhas Chandra and ensured his victory. 14 Congress votes were found invalid which led to defeat of its candidate RK Anand.

Stakes were high for both the parties in the ensuing election. The BJP was not only looking to gain seats in the Rajya Sabha, but also limit the number of seats the Congress could retain. To this end, it had supported a number of independents, in some cases in doomed candidacies.

While the BJP brought a number of ministers to Parliament, the Congress sought the election of senior leaders, many of whom have lost in elections since 2014, into its ranks in the Upper House. With BJP gaining seats and having developed working relation with parties like TMC, AIADMK, BJD the Rajya Sabha may no longer be Congress bastion. In coming days battle in the Upper House is expected to be more bitter and nasty. The nomination of known Gandhi baiter Subramanium Swamy to Upper House had caught Congress off guard. To counter Swamy, Congress ensured victory of Jairam Ramesh from (Karnataka), Oscar Fernandes (Karnataka) and Kapil Sibal (Uttar Pradesh). The presence of these heavyweights in the Rajya Sabha is expected to add more punch to the ranging battle between BJP and Congress.

Modi’s visit

Dear Editor,

"Its brilliance and scope reminded me of Swami Vivekanandas Chicago address a century ago", Chhattisgarh chief minister Raman Singh tweeted regarding Prime Minister Narendra Modi’s speech in the US Congress on June 8. Prime Minister Narendra Modi, the 5th Indian Prime Minister to address the US Congress received series of 10 standing ovations and 69 rounds of vociferous applause.

The visit has been an enthralling event for both the countries. Talks were held ranging from issues of energy and economic cooperation to India’s membership in MTCR and NSG. The Obama administration supports the government of India’s ambitious national goals to install 175 GW of renewable power which includes 100 GW of solar power. The US nodded for the launch of International solar Alliance (ISA) and even intends pursuing membership in the ISA. US and India also announced the creation of $20million US-India clean energy Finance(USICEF) initiative, equally supported by US and India which is expected to mobilize upto $400million to provide Clean and renewable electricity upto 1million households by 2020.

With annual growth rate of 7.6% per annum, India can be ideal partner of U.S in economic sector. US has agreed on India’s membership in the Missile Technology control Regime (MTCR) consisting of 34 members today. India’s membership paves the way for increased defense trade and technology transfer between India and US. The Obama administration has also welcomed India’s application to join the NSG and reaffirmed that India is ready for membership. The US called for NSG participating governments to support India’s application when it comes up at the NSG plenary later on this month of June.

The visit has also led to securing domains in land, Maritime, Air, space and Cyber between India and US. The leaders acknowledged to stand together against terrorism and violent extremism. To expand cooperation in science, technology and health and also building people to people ties. In a nutshell, the introduction of bill for special global ties with India by US law makers says it all. The particular act leads to greater cooperation across sectors ranging from defense and space to entrepreneurship and innovation by designating India as a "special global partner of the US."

The new height in the relationship can be framed in Namo’s words, "U.S the temple of democracy in granting me this opportunity to address the US Congress , you have honored the world’s largest democracy and it's 1.25 billion people "

Food scarcity

Dear Editor,

Food scarcity is considered as a major global problem. Scarcity of food mostly affects children, young adults and women within a population. The nutritional scenario has been absolutely dark and gloomy for a vast number of developing and under developed countries of Asia, Africa and Latin America. However, after signing the Millennium Development Goal (MDG) in 2000 the situation has improved to some extent in some countries like India although much needs to be done for the future. According to the Global Hunger Index (GHI) of 2006, India was ranked 66th among 88 countries and later improved to the 55th rank according to the 2014 GHI. Although the GHI for India has improved from 48.1 in 1990 to 29.0 in 2015; but India is still miles behind other developing countries like China and Brazil that have made significant achievements in addressing their food scarcity issues. The primary requirement to deal with the challenge of food scarcity and malnutrition in India is to provide food and nutrition for all. However, due to improper storage systems, lack of infrastructure in proper distribution and transportation of food grains to all parts of the vast country particularly in remote forested areas, border regions, tribal areas and related difficult terrains, corruption and black marketing of food grains supplied through the ration system, lack of education and awareness among a vast section of  poor consumers and lack of government initiatives are some of the important factors plaguing food scarcity  and starvation issues in India.

Pul and politics

Dear Editor,

I salute the spirit and determination CM Kalikho Pul. We have seen him grow and mature from young unknown politician to a formidable political giant n visionary. Perhaps we had him as one of the longest serving financial minister. With immense popularity; we saw him as a larger than life stature. When he was health minister under Nabam Tuki govt, we saw him take bold steps and measures in health department. I was one among the crowd when he was on tour to East Siang district. He was talking about streamlining the posting of doctors. He initiated creation of many posts under health department. Well for a moment it seemed he was bringing revolution to health department. We were expecting some storm like happening to occur. Then all of a sudden news broke out about Mr Pul being dropped from berth of cabinet minister. Was thinking as a layman what’s going to happen when able senior politician like Pul was dropped? May be

Mr Tuki was clever enough to replace him with Mr Rajesh Tacho to fill up political sentiments of eastern province to show equal political representation. For a moment it seemed like Nabam Tuki will have his whimsy and fancy will in all the matters of state being the elected head of Arunachal Pradesh. Capital road was in tatters and state govt seemed not bothered to repair. We saw many expensive cars flying in potholes of Capital highway. Was it worth travelling in those luxury cars in craters and pot holes. During Tuki’s tenure there was lot of bandh culture and strikes. Every contractual employ was unpaid for 6 long months and seemed like they will starve to death and Nabam Tuki seemed not bothered at all. Like phoenix Kalikho Pul came back and dethroned Tuki from  CM's seat and gave us a transparent government with a will to bring development in the state. Capital road is better and pliable but not of those quality at par with roads built by BRO. Within a month craters have developed in pockets of stretches of highway along Naharlagun, Lekhi and Nirjuli. Contractors have skipped renovating some stretch of highway by mere superficial layout of coal tar. CM should supervise the work executed by these dubious third class civil works under PWD. It is shameful that we can’t have all weather roads in capital.

Meanwhile, Govt should look into the grievances of doctors serving under NHM, RNTCP and NACO.

I feel they are working harder and serving the public better than the regular staffs. These doctors deserve regularisation. Politics should not come in the way of the honest and deserving workers of govt.

Yours,

Anxious parent

Issues of power and roads

Dear Editor,

Through your esteem daily, I would like to bring out the problem of irregular electricity and bad transportation in Kakoi circle. Frequent power cut have become a common problem for the villagers and APST bus connecting Kakoi to Itanagar has also been not working for about a week.

Hoping that the concerned authorities will look into the problems for good.

Yours,

A concerned citizen
